Justice Carolyn Layden-Stevenson said Lai should be allowed to remain in Canada while he launches further appeals to the federal deportation order — a process likely to take many months or longer.5 J0 v7 e3 W6 E' G* f% W

; O3 L1 _# d( |1 v) U3 DChinese officials says Lai's company was a front for a $10 billion smuggling operation. His headquarters, the government alleges, was a pleasure palace where prostitutes entertained government officials. 4 V- I& e1 E$ L; _ p

Canada has received diplomatic assurances that Lai will be spared execution. But Chinese Premier Zhu Rongji has said Lai ought to be executed. 4 a% R6 M8 S2 @% P6 s5 C! E
